Nevada County's Local Child Care Planning Council
The LPC is the united voice for early care and education in Nevada County. The LPC increases access to high-quality early learning and care programs to meet the needs of children, families and early care educators in a continuum of settings where children learn, including licensed child care providers, informal caregivers, and TK/K programs.
History of the Council
The Local Planning Council for Childcare Development for Nevada County (“LPC”) was formed in 1991 in accordance with state law established by AB 2141 and AB 1542, which provided for the formation of county-level local planning councils to support the overall coordination of early and school-age learning and care systems. The creation of LPCs in each county acknowledged California's commitment to increasing access to early learning and care for children under 12.
Who We Are
The Council shall consist of at least 10 members: five appointed by the Board of Supervisors (BOS) and five appointed by the Nevada County Superintendent of Schools (NCSOS), each for a two year term. Any representative appointed by necessity of a mid-term resignation shall serve to the end of the two-year appointment period.
At least 20% of the membership represent the following categories:
Child Care Providers: persons providing child care services or persons representing child care providers
Child Care Consumers: either a parent or person who has received child care services within 36 months
Public Agency Representatives: persons who represent a city, a county, a city and a county, or a local education agency
Community Representatives: persons who represent an agency or business that provides private funding for child care services, or who advocates for child care services through participation in civic or community-based organizations but is not a child care provider and does not contract with the California Department of Education to provide child care and development services
Discretionary Representatives: persons recommended for appointment at the discretion of the Board of Supervisors and the Superintendent of Schools.

Current Council Members
What We Do
The LPC promotes quality early care and education services through community assessment, county-wide partnerships, and advocacy to meet the needs of children, families, and early care and school age educators, including:
Operating the Quality Counts California (QCC) program, a statewide effort to raise the quality of early learning and care systems and provide coaching, professional development activities, and grants to support a continuum of settings where children learn, including licensed child care providers, informal caregivers, and TK/K programs.
OPERATING
Directing the Preschool Development Grant (PDG) to strengthen transitions and aligned learning from early childhood to early elementary grades so that young children will have a smoother and more successful experience in kindergarten and across the early elementary grades.
DIRECTING
Collaborating with partner agencies and key stakeholders to meet local child care needs, identify emerging issues, develop strategies, and implement solutions for staff retention and high-quality child care and education services.
COLLABORATING
Mobilizing public and private resources to support early care educators and Transitional Kindergarten teachers in advancing their early childhood education and professional development through research-based trainings and professional development stipends/grants to positively impact children and support child care workforce retention. This matters because young children thrive when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and responsive to their individual progress.
MOBILIZING
LPC Funding Priorities
Ca Ed Code sect 8499.5 requires LPC’s to review local, state, and federal data and provide CDE with an updated listing for funding priorities annually. It is the intent of the Legislature that local childcare and development planning councils (LPCs) shall provide a forum for the identification of local priorities for childcare and the development of policies to meet the needs identified within those priorities (WIC 10485). ​
